I have never seen any reasoning to support your illusion on MIME.

So, the current MIME specification for non-Mime mail that says:
           specified as "Content-type:  text/plain;  charset=us-ascii".

The part I quoted.

Content-type is a parameter defined as part of Mime.  It is not
independent.

And it's unrelated to non-MIME mail. Fine.
