legitimate bulk e-mailers. We need experiments to see if that's true.
There are some legit bulk mailers with bad list hygiene, and large numbers
of bad addresses.
However, I would hazard a guess that there's a *huge* margin of difference
between their bounce ratio and a spammer's, and it will be easy to
differentiate.
