Surely no more than a couple of ISPs get that sort of volume?

Keep in mind that spammers don't check bounces (and neither do a lot of "legitimate" bulk mailers). Add in subscriber churn. I seriously doubt you could subscribe at any ISP with the name "john" and not immediately start receiving spam.

So you need to measure two things. Percentage of traffic to valid email addresses, and overall mail to invalid addresses. The latter is poisoning the email address space. My domain currently has about a dozen valid accounts, and bounces 10,000,000 messages a year (doubling every year). That's an extreme example. But last summer I turned on a domain that had been offline for two years and got 400 messages in 4 hours. 20% from legitimate companies who had apparently been ignoring bounces for two years.

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
