That's what I disagree with. Many, many domains get that kind of
volume.
Someone who gets 99.99% spam would be pleased if the spam went down
by 3 orders of magnitude, but it would still be a serious problem.

Your belief as to the scope of the problem. For some people, the
spam problem is 3 orders of magnitude larger than what you're seeing.
So dropping their spam loads by that amount simply means they're now
dealing with as much spam as you are. And you're on this list,
talking about your current spam loads, and trying to fight the
problem.
