  Your belief as to the scope of the problem.  For some people, the
spam problem is 3 orders of magnitude larger than what you're seeing.
So dropping their spam loads by that amount simply means they're now
dealing with as much spam as you are.  And you're on this list,
talking about your current spam loads, and trying to fight the
problem.
