That statement belongs somewhere in the problem statement that seems to
part of the nominal purpose of this mailing list.
All of the variously non-working, working, plauible but not implemented,
and silly nonsense based on ignorance of spam fixes that exist or have
been proposed are attempts to fix that problem. Unfortunately,
"accountable," "responsible," and "irresponsible" are not technical
terms and at best can only be approximated with technical means.
