 I believe that my previous statement still holds true- Spam is in the eye
of the beholder.

 The system that we may (or may not) eventually come up with should be able
to work exactly in reverse- All legitimate mail is blocked and only UCE is
received. I think that would be a good test. Then rate the system on how
much UCE is inadvertently blocked and how much legitimate mail slips
through.
 I believe that this would satisfy everyone.
