Also, now that I think about it, depending on HOW you criminalize it,
it might give us a stick to hit ISPs that sell bandwidth to them while
saying "it's just business". Because depending on how it's
criminalized, it might be possible to then look at those ISPs as
accessories or in conspiracy to commit, which would toss some criminal
liability their way, too. Dealing with spammers as trespassers just
won't cut it there.
