Yes. The Habeas use on Topica is either new, or restricted to
confirmed-opt-in lists (which I believe is a Habeas requirement).
I've had more than a few Topica lists show up in my inbox unwanted.
In fact, my guess is that the reason Topica is currently silently
dropping all email from somewhere.com is that they decided that
instead of fixing their lists, they'd just remove the complainer.
