There exists a grammer, for the purpose (pardon the double ententdre)
of expressing the purpose of endpoint identifier data.

Coincidently, this grammer contains mechanisms for expressing the temporal
property of an instance of policy, as well as the temporal property of the
policied data, 

It contains other constructs that may be relevant, or not.

The awkward bit, I suspect, is that the grammer describes data collection,
by collectors, not data surrender, by surrenderers. In any event, it can
not be used by this group.
