Is it forgery to use a return address of a hotel room that you know
you are going to vacate the day after tomorrow?

I assume not. Which is my point. It doesn't seem to me that anti-forgery laws would have any significant impact on spam. Whether or not I agree with your assertion that most spammers don't forge now--it's clear that forging addresses is not necessary.

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
