I don't want to consider which system, provisioning or publication, should
be "driving" the other.
Any proposal ...
... increases the value of email, and therefore the Internet and domain
names. This is in the best interest of registry operators and their
registrars.
I'd like to stick to those that have directly visible causation in this
problem domain.
