This is absolutely and dangerously false.

3 years ago we decommissioned two old domains.  There wasn't even
an MX for them.

At the time, the two domains were getting 140,000 spams per day.

Almost 2 years later, I turned the domains back on again out of curiousity.

Was the volume zero?  Hah.

It was 600,000 per day.

Since then it's spiking at above 6 _million_ per day.

Most power spammer could care less about bandwidth.  They're stealing
it, why worry about wasting it?
