ARF is pretty much unrelated to the MTA.
Sending of feedback loop reports is done by the MUA (for a fairly
loose definition of MUA) and the handling of them is done by custom
code that knows how to count and unsubscribe based on the reports -
the ARF specific code in both cases is a trivial fraction of the whole
application.
The MTA doesn't really get involved at all, other than to ship the ARF
report around as an opaque RFC2822 message
