The point was that there may be scenarios where feedback loops are
not appropriate. That doesn't mean that feedback loops are useless.

There are different perspectives to the problem. It doesn't really
matter whether the user is the one with the problem. What matters is
whether there is a possible solution.
Expecting people to use the "spam" button will lead to incorrect
reports. Now, if we can get the software triggering the report to
generate an unsubscribe request instead, the quality of the feedback
loop will be improved. But that would be something beyond the scope of ARF.
