The easy and possibly sufficient answer is:  RFC 5322.

If more precision is required, then Section 3.5 of RFC 5322.

Does anyone feel some other citation is necessary?

Does anyone feel that the section number citation in 5322 is essential.  (I 
only 
ask because adding a pure RFC citation to the opening sentence of the 
Introduction will be somewhat cleaner without it.
