Updating an RFC number causes a diff.  That's not a valid metric.

These aren't updates to just the rfc number though. This document
has been changing and changing and changing up until the weeks
before last call, and through last call. It's impossible to keep up with
unless it is your full time job, which it most certainly isn't in my case --
unless you can figure out how this relates to public key substitution
attacks in android market in-app purchases.

That is why I'm so alarmed.
