I have to say that way too much of the MLM document strikes me as
overcomplicated workarounds to unlikely scenarios, all of which could be dealt
with by encouraging lists to sign their outgoing mail.

A document like this has a challenge to find the right balance between 
well-known vs. possible vs. likely issues.  The challenge is exacerbated, for 
scenarios that entail some complexity or, as with MLMs, mediation.

I think there are two reasonable ways to find the balance:

1.  State principals that are specific to the content of the draft and that 
give 
guidance about the scope and boundaries of what should be covered.

2.  Make specific suggestions for specific bits of text in the draft.
