I suppose we can say something like deployable as widely as
possible,
and we can all read between the lines.
That is tempting to add to the charter, yes, but I would like to
very strongly encourage folks not to think in terms of
game-playing or subtleties for an IETF working group charter.
It needs to say what problem we are solving. It needs to say
something about how we plan to go about solving. It might need
to say something about what we are NOT doing. But social and
legal statements of intent or desire or proscription simply are
not something IETF charter do.
