For the XML data, wouldn't it be more appropriate to run a specialized
tool anyway?

So, for the merged Caller-ID/SPF stuff, use the SPF syntax in TXT
records and, when you need extentions that can't be represented in
SPF, use XML in new record format.  Sounds reasonable to me.
