For anti-spam purposes, why not just cut the cr*p and take the peer IP 
straight to the reputation service? 
  
MARID lets you apply reputation and accreditation to the submitter domain,
which is much more granular than the IP address. You need to hold each
independent submitter responsible for their own behavior if you expect to
modify it. ESPs such as Constant Contact do this today, but these are
private systems. If you interested in all the ins and outs of this issue
please contact me off-list, as I think it's a bit of a tangent.
