SUBMITTER is just an optimisation: it has no effect on semantics and it
does nothing to fix the interoperability problems. Most of the problems
arise in a mixed environment with some sites that implement Sender-ID and
some that do not. They are a result of trying to authenticate a message
with respect to an MTA, which is the fundamental error of all designated
sender schemes.
