No, and I doubt any archives exist. This was mostly done in F2F IETF meetings
long before the minutes requirements were enforced to the extent they are now.
There might be some old drafts floating around but a quick check of the I-D
archive didn't turn up anything. If memory serves the previous effort was
partly done by the IETF and partly by the IFIP, so any drafts might have ended
up as IFIP drafts. I have no idea how you'd find an IFIP draft that
never made it out the door.
