It would be quite simple to add a Received header field, when a message is
placed into a moderation queue, noting that fact.
Given the history of trying to get mailing list software to support common
mechanisms (standards?) this might be challenging to pursue, but I thought it
worth raising to the group.

Off the top of my head, I'd prefer a new field with a new name ("Quarantined:
<timestamp> <host> <reason>" or suchlike), as a new trace field. It would
appear between other trace fields to explain the delay that took place at a
certain point in the handling chain.
When an MLM holds a message for moderation though, it's held locally; the SMTP
reply is 250, so any reply text is probably discarded. So this might be better
addressed in the non-SMTP context (and ietf-822).
