Actually, SMTP and RFC 822 and the DNS specs were all issued is close-sequence, in 1982. Those email specs had domain names built in.

Perhaps you are thinking of the FTP MAIL and MLFL commands and RFC 733, used during the 1970s, when the hostname space was indeed flat.
