Er, yes, I think it's known as collective responsibility in some
circles. It would happen much less often if WGs conducted their own
cross-area review before drafts were passed on to the IESG.

This is a great idea, but ADs can require redundent cross-area reviews
- -- not for re-review, but because they don't always check, ask, or read
the I-D ACKs section.
And no, this isn't a hypothetical.
