"Special" is reserved for governments... :)
The U.S. Dept. of Commerce recognizes ICANN exclusively (via an MoU)
with regard to certain Internet functions, so maybe that makes ICANN
"special," once removed :-).
For many other governments and companies anywhere in the world, a
large shareholder owned company is way more neutral than an entity
that is special in the way you just described.
