The question I have is what are we trying to achieve, i.e., what problem are we trying to solve?

Is the problem really just that we want all WGs who want a second (or even third) meeting slot to be able to get one?

Do we have any statistics on how many groups meet at each meeting?

Assuming a full 8-track meeting is available during each time slot, there are 128 meeting times available. With about 120 working groups that's 1 slot each "guaranteed" at each meeting, which does not account for the area meetings or BOF meetings.

This means that no WG should expect more than 1 time slot. The fact that any secondary slot is available is entirely dependent on the number of groups that actually meet.

What we have is a scaling problem and the question is how are we going to solve it, assuming we agree on the scaling problem that needs a solution.

You're proposing adding 16 meeting slots, which is 12.5% increase in the number of slots overall and 50% increase in the number of 1 hour slots.

Is adding 16 more slots sufficient to ensure that on average any WG that wants a second meeting slot will get it? How long will this extra allocation of time slots last before we need another solution to the not enough meeting slots problem?

Why isn't the answer to tell the working group to have interim meetings? Of course, we probably we need to revise the process for this so it is more streamlined.

How about a policy that favors second time slots only for better functioning WGs (a la Dave Crocker's grading suggestion) or for better prepared WGs (those that do not suffer from the perennial problem of publishing an agenda).

Brian Carpenter asked how we will measure success. I think we need to more clearly state the problem we are trying to solve first.

The IESG is considering an experiment for IETF 73 in Minneapolis,
and we would like community comments before we proceed.
Face-to-face meeting time is very precious, especially with about
120 IETF WGs competing for meeting slots.  Several WGs are not
able to get as much meeting time as they need to progress their
work.  As an experiment, we are considering adding two Friday
afternoon one-hour meeting slots. The proposed Friday schedule
would be:

   0900-1130 Morning Session I
   1130-1300 Break
   1300-1400 Afternoon Session I
   1415-1515 Afternoon Session II

Please share your thoughts about this proposed experiment.  The
proposed experiment will be discussed on the IETF Didcussion mail
list (ietf(_at_)ietf(_dot_)org).
