Having formal secretaries seems like a better long-term approach; it
also provides recognition to the individuals and, in some cases, a
training ground for future WG chairs.

My reaction to this as a WG chair is that, if it is hard to find a
scribe, it will be
harder to find a Secretary.
Of course, one solution that some organizations use is to require time
at a lower position to
rise to another, but I personally do not want to go down that road.
I also worry about mission creep here - not too long ago, most WG just
used a single Chair.
Now, we are talking about 3 people as the ideal.
(Don't forget the other direction: after graduating from WGC, you'll
have a leg up on judging what deserves to be recorded in minutes, and
you'll have a better chance of gleaning a name from the mumbled
sylables
before speakers actually get close enough to the mike.)
Indeed. I have, however, yet to get a former chair to scribe.
