The fees might not be set that far in advance. But still, people who
need the letter might be charged the same fee as the last meeting
prior to requesting early registration. The IETF might even charge a
nominal early registration fee of -say- $50, if it doesn't negatively
impact the visa process.
We have an early registration discount and fee increases are always
announced more than two meetings ahead.
