Interestingly, whomever is posting is already making just that
assertion, albeit a bit indirectly, in the standard/required IPR
copyright assertion: "This document is subject to BCP 78..."
because RFC 5378 requires that all Contributors (presumably a
superset of "Authors") agree to those restrictions and transfers
of rights -- there is no provision for one author to assume the
consent of others vis-a-vis specific text.

Nonetheless, Larry's suggestion seems to me to be a possibly
useful, and relatively painless, first step.  I suggest that the
assertion also include "and their agreement to the provisions of
BCP 78", thereby strengthening the IPR policies slightly.  If
someone is close enough to an evil-doer to lie about those
agreements, he or she is likely to be willing to lie about email
addresses, IPR agreements, etc., and we would have to figure out
ways to deal with that.   But we might get lucky with Larry's
suggestion solving the problem with a minimum of effort and
impedance.
