I think this is just fine - the draft documents what has been
done already and works already. I like that rfc1149 is used
as the example:-)

I dunno if having a DOI for all RFCs is a huge deal, but it's
at worst harmless and probably slightly helpful from my sort-of
academic perspective.

On the contrary, having DOIs without having URNs does tremendous harm to an established IETF standard that is actually in wide use (though not widely used in the same circles that use DOIs).

I also think it's absurd, given IETF's longstanding commitment to free and open access, that IETF would favor an identifier scheme that effectively imposes a tax on document publishers.
