Click SIGN UP under the login box, create an account with a user name
and password you can remember, and then you can pay the fee which for
Canadians is USD 92 paid with a credit card, good for ten years. Once
you have paid you'll immediately get a PDF of a receipt which you
print out and keep with your passport to show when you arrive in
Argentina.
MERCOSUR is a common market of South American countries. Canada and
the US are not members, so it doesn't apply to you (or me.)
