As to how to digitally preserve bits in a fully reliable way, with
geographic backup and access, used widely in the library community, look at:
http://www.lockss.org/

It is a pretty much solved problem, at least at the scale of anything the
IETF does, and the technological problems and challenges in preservation
are more subtle than most understand.
