Your procmail must be compiled that way.
You mention that you have access to the /etc/procmailrc,
so you can put a line like this:
DEFAULT = /var/spool/mail/$LOGNAME
in there, to overrule that, for all users.
If you want to change it for all users, Brett, you really should
recompile procmail. Procmail will do its sanity check on the
compiled-in value of ORGMAIL (which is what procmail -v displays and is
the initial value for DEFAULT as well), and assignments in
/etc/procmailrc won't change that.
That is, unless you actually want ORGMAIL to stay $HOME/.maildir and
only DEFAULT to be changed.
