What I'm trying to find is a way to do that for /etc/procmailrc so
messages for every user are automatically bypassed. My
/etc/procmailrc is currently more then 45,000 lines long..

Why?

To cut down on spam.

Of course. But nobody should use that many lines to do "it".

My (personal) setup isn't lean either:

     693 .procmailrc

       4 blacklists.cfg
      21 bulkmail.cfg
      37 dnsbl.cfg
      79 greenlist.cfg
      46 listmail.cfg
       7 pmf.cfg

     235 pm/antivirus.rc
      56 pm/archive.rc
      65 pm/asian.rc
      26 pm/bulkmail.rc
       4 pm/debug.rc
      76 pm/deliver.rc
      54 pm/dnsbl.rc
      35 pm/greenlist.rc
     124 pm/listmail.rc
       0 pm/non-rfc.rc
      64 pm/parse_from.rc
     430 pm/pmf.rc
     356 pm/spamtest.rc

So about 2400 lines, of which 30% empty or comment lines. Not all above
files are in use.

It's excessive but my servers are hit with
100,000 messages a day thanks to spammers.

The number of messages doesn't count. At least 90% of those messages
should be SMTP-rejected at the gate anyway.

I know a lot needs to be
cleaned up but it does stop so much more
then spamassassin lets slip through.

Tried adjusting and adding SA-rules already?
