Easy to check too, just put this in the top of the /etc/procmailrc

{SWITCHRC} # go to user's procmailrc
and send a multi-MB message to that user-without-.procmailrc
and see if it arrives too fast.
Actually not a bad idea: delaying delivery of large messages.
