In-Reply-To is not relevant to that - it could even be missing.
That is not accurate, see http://www.faqs.org/rfcs/rfc2822.html 3.6.4.
Both the References and the In-Reply-To are a SHOULD; either can be
missing, but SHOULD be added (if possible).
The In-Reply-To can be multi-parent, so can contain multiple Message-IDs
too, but I have never seen it used in that way.
