The last (=most recent) Message-ID in (=at the end of) the References
header field, should be the same as the Message-ID in the In-Reply-To
header field.
If a References header field is supplied, its start and end should be as
accurate as possible. Any shortening should leave the oldest and one or
more of the most recent Message-IDs present.
