OK, let's see if I've got this right:
- Do an explicit spf check using result.
- If spf passes, accept the message and move on.
- Otherwise, do a best-guess check.
- If the best-guess passes, accept it and move on.
- If the best-guess is unknown, but it failed the explicit check,
flag/reject it.
- If neither the best guess nor the explicit check came up with pass or
fail, treat it as unknown.
