Compare those US$10,000 with the cost for, say, a full page
advertisement in Time magazine (which will probably have a smaller
outreach than a large-scale email-spam has). The "buy 1000 domains to
spam" advertisement will seem cheapo ;-)

But, those 1,000 domains may last for about 5,000,000 E-mails total. $10,000 for 5 million E-mails is a *lot* more than what it costs spammers now.

And, since those domains *must* have DNS that the spammer controls, either they run their own DNS (requiring IPs, etc.) which is blockable, or use a DNS hosting company (which will quickly have to deal with the situation). So it will become easier to catch these people.

What will happen in reality, though, is that spammers will most likely not register a single domain -- they will continue sending out their spam, knowing that SPF will reject it, but knowing that perhaps in a perfect world only about 1/2 of all recipients would be protected by SPF. So until SPF reaches well over 90% of all Internet users, spammers probably aren't going to bother with their own SPF records.
