This assumption critically depends on the costs of setting up new class
C networks for spammers vs. the profits gained from spam mails. 

Blacklists, as far as I can see from the SpamAssassin I'm running on a
few servers, have failed as a means to fight spam. They have, however,
increased the amount of money I have to spend for connectivity: Now that
all the dynamic IP addresses my DSL provider has at his command are
blacklisted, I can't use my linux box at home to send e-mail messages -
I had to buy a domain of my own and have to pay a couple of bucks a
months to an ISP provider for this service. Hey, I'm prepared to pay a
certain amount of money if it gets me something, but blacklists really
don't cut it. My concern is this: SPF will cause a lot of work (money,
that is...), but still spammers will be able to fill our email boxes.
Please explain to me why this concern is farfetched ;-)
