Yes, you are right.  SPF *may* need wildcards (but usually doesn't).

Still, the point is that SPF/DMP don't require anything really special
from the DNS servers.  Many people are either reluctant to change such
a critical peice of software, or unable to change it since they use
third parties to manage their DNS info.
