Ok, that IP address has been whitelisted form months, and the domain
name has been whitelisted for days. (Only one is needed, but it is
good to have backups in case changes.)

I can't control that. I suspect that the
only way that I could make it work is to add include:spf.t-f.org into
my SPF record. I think that the strategy of having the receiving MTA
do this check is not a satisfactory solution.

I don't think adding include:trusted-forwarder.org to every SPF record
is a good solution. Too many people are going to create-and-forget
the SPF record. Updates on the MTA side are going to be much more
automatic. So, if becomes clear that we need an
better-run-trusted-forwarder.org or an alternate-trusted-forward.org,
or no trusted-forwarder.org at all, this change will be much more
likely to be widely deployed.
