otherwise the argument allows use of headers.

Wearing my ISP hat, I say it is important to reject before DATA. If I can
reject based on the envelope, I don't have to deal with the inbound
bandwidth of the message being delivered.


Much more important to handle it before data.  As has been stated before, at 
that point, the disposition is final.
