ISP must be required to pass port 587 with no execptions. If your
getting spammed on port 587 it would only be because you are not
authenticating which is your problem not the ISPs.

Is this a requirement of any RFC?  I couldn't agree more with your
sentiment, I just wanted to know if it is in an RFC as a MUST as opposed to
a SHOULD.
