Can any of the suggested blacklists be used to say something about SPF policies?
There are several possibilities:
- Blacklist e-mail addresses, that send lots of spam e-mails that passes SPF
policies
- Blacklist domains, that send lots of spam e-mails from different e-mail
addresses while all passing SPF policies
If such blacklists don't exists, it might be time to involve some of the
existing blacklist providers in the plans for SPF deployment. They have the
knowledge and the infrastructure to create such a new blacklist.
Lars.

Are there any domain-name based blacklist systems out there?
