Read Wayne's e-mail. Multiplying bandwidth, processing time etc. with
10 will make competing protocols from Microsoft etc. the preferred
choice, and by the rule of survival of the fittest, SPF would be
killed by introducing http lookups.

You cannot make that assumption - some domain owners might give a
person full control over the website, but they don't trust that
person to be an expert in mail setups, or to know SPF. Also, not all
domains that have e-mail have a webpage, which would give a timeout
when trying to query for it.
Also, what URL should it fetch it from? Some people have
http://www.domain.com/ working, but not http://domain.com/, and other
people have it the other way around. You would need to specify the
URL to fetch from, and that URL cannot be specified on a webserver,
of course :-)
