Since I read French :-) I believe he suggested:

PTR for 147.173.3.39 is reflector.grenoble.cnrs.fr, therefore this
machine should send mail only from grenoble.cnrs.fr.

If my translation is OK, this is completely outside of the scope of
SPF, and a bad idea.
