Meng's thought has been considered by others:

arrest me if I've broken the law.

The effectiveness of this approach as a deterrent is not
quite so far fetched as you suggest.

At least one NGO has been set up which can facilitate this
process:

This appears to be a sender organization.



Also, in the US the FTC has to deliver a report to the
appropriate Congressional Committees by September 16 which:

         "sets forth a system for rewarding those who supply
          information about violations of this Act."

(See section 11 (1) of the CAN SPAM Act.)

So, yes a 'sender's statement' could well be an effective
deterrent for US based senders and residents in nations having
mutual assistance agreements with the US, including the UK,
Canada and Australia.

This is all well and good, and I hope it someday comes to pass.  At this
time in the U.S., I stand by my statement that a spammer is more likely
to be hit by lightning than to face criminal prosecution related to
spamming.  Until that situation changes, we have to operate in today's
reality.
