Therein lies one problem I see with reputation systems. The entity
which sends only very small amount of email, none of which is bulk and
all of which is wanted and welcomed by the recipients, deserves (IMHO)
a better reputation than a larger company which sends some bulk
email. But the more email you send, the quicker a reputation is
formed.
